TXID will not be found in some cases when it has not been propagated to the network - but waiting 15 hours seems wrong. However, maybe they have an issue with their wallet or sending this out to the network.
Try getting an official answer from Polo on this. Still have some LTC left there and doing only small transactions because fearing that it will go into Awaiting Approval status. You cannot get TXID until it is propagated to the network. For that state they have "Pending" message. You get the TXID from your local node, which happens instantly when the transaction is made.

Warning others is a good step before they can do more harm. I am not attacking you, I am simply attempting to prevent an LTC dump caused by a misinterpreted panic. It shows complete because there is clearly something wrong with their node, hence why they are taking if offline for maintenance.

There where many many users who complained about lost money on the box, and when that came to a climax, they shut the box down. They want to hide all the troubles. A good exit scam allows some transactions in order to help people think it's just a technical issue that will be resolved. As long as they have enough people who will replying saying "mine went through, nothing's wrong! This is not an exit scam, and this thread now has a FUD flair.
Seriously though, this same thing happened on Thursday and nobody lost any LTC. Let's keep calm and stop speculating the worst when in fact if you wanted to take your money off the exchange you can simply convert to BTC and do so. No, that is not ideal, but it also is very different from an exit scam.
I agree with you we shouldn't assume worst. Unfortunately, converting to BTC to pull off is not possible with the funds locked in a "complete" tx. Took a haircut at first but ended up letting the doge sit and it tripled in price shortly after.
They most likely do not have the LTC or ETH to cover withdrawals so you should convert to other coins and use them to get your funds out. Then take those coins and convert back to LTC on a different exchange.
Doge might be a valid option. Especially because poloniex whales starts 'panic selling' doge to mitigate every price rise in China. So plenty of room for a btc-doge-ltc exodus out of polo.
